Are there any rom hacks that poke fun at the game (so like meta) or are just created for other comedic purposes? I would be ok with one that also has a serious story.

The Heroes We Deserve is a parody hack that lampoons the series if you want something with a bit more whimsy

Emulation Theory is a very funny (and in my opinion criminally underrated) hack. The game is all about the characters realizing they are in a Fire Emblem game, so you can imagine all the meta jokes and the fun that comes from that. The story is also serious at times, but the jokes and the seriousness never clash, and it’s really just amazingly well done, in my opinion.
If you’re looking for something completely different, check out Time For Tom, which was specifically made to be funny. Full of jokes and craziness.
Also Illusion of Serenity, which as the name implies, is all an illusion! It’s got lots of funny moments and map design that defies traditional FE standards. Most of the description is a trick. You’ll have to discover what the story is really about.
I believe you can find Dorcas Emblem as an FE7 romhack. Obligatory mutton jokes.
