Apparently there is an app called “Wine” that may allow you to achieve this. I read through an article, and it specifically mentions Chromebook. The instructions on how to install it are included, you just need to do some reading:

There’s a chance WINE can work, but based off of past posts it probably won’t be stable. Best off making a virtual machine to run Windows, assuming a Chromebook can handle it.
