It really depends on what you want. Do you want to make it useable via a rom so it can be played on an emulator or original hardware go with FeBuilder.
If not look into LT (Lex Tallionis) a really strong engine.
Besides that go into it with an idea. Start with a smaller hack you will learn a lot with a project.
On that note a pitfall: Dont make your maps too big and really think of what you wanna achieve without enemy spamming and long run distances.

I would recommend starting with a small PME project of your own, such as creating a romhack. This approach will help you learn how the tools and editing systems work, and it will give you a solid understanding of the basics.
There a person who made a guide for FEBuilder for beginners in this link right here you can get to understand FEBuilder even better. You can start by using FEBuilder for creating your own FE Romhack and it doesn’t give too many coding to do which is why its recommended to other. Creating your hack is up to you on how you wanted your romhack to go, mostly don’t try to overthink it and do what you do best when managing your tools.

So here is it :
Fire emblem Oracle’s Legacy
Long ago, the primordial white dragon known as Atlas created beings called the Oracles to watch over humanity, before disappearing from the world.
The Oracles were capable of wielding a power known as Astra, an energy that allowed them to command the elements: fire, wind, water, and lightning, as well as shadow and light.
Over time, the Oracles taught humanity how to control this energy. But guiding mankind was not their only duty. The primordial dragon had also entrusted them with the protection of Aër, the primordial orb that sealed a terrifying power—an ancient entity that Atlas himself had imprisoned long ago, an act that led to his disappearance.
One day, an Oracle was overwhelmed by this power. He seized the orb, awakening the sealed entity within. Using its power, he opened a portal that brought the dragons—long vanished from the world—back into reality and placed them under his control.
Faced with this calamity, humans and Oracles formed an alliance, but their efforts were in vain. In a final attempt, humanity relied on its ingenuity. With the Oracles’ mastery of Astra, they forged powerful weapons. After a devastating war, the corrupted Oracle was slain, and the entity was sealed once more by shattering Aër itself.
Freed from the Oracle’s control, the dragons swore never again to interfere in human affairs or take part in their conflicts. They retreated to the mountains, where they founded a secluded nation known as Galion.
After the war—later called the Blood Eclipse—the fragments of Aër were given to humanity, leading to the founding of four nations: Lumaria, Sylvars, Remus, and Verdalys.
But when peace seemed assured, Remus convened an assembly uniting the four nations, declaring that the Oracles must be exterminated, insisting that a new threat could one day emerge. A surprise attack was launched on the Forest of Eresya, home of the Oracles. They were nearly wiped out—almost all of them.
During the massacre, a knight of Lumaria discovered an infant. Unable to abandon it, he took the child with him and went into exile in a forest not far from Lumaria.
And so, the story—your story—is about to begin, from childhood to adolescence.
