Promotion item is set to promote units level 0 and higher. How to fix it?

For some reason all the promotions items are set work on units level 0 and high, I looked everywhere and couldn’t find a way to fix it.

Have you tried changing the minimum promotion level in Patches?

Febuilder says this patch is unavailable because of conflicting patches.

You need to change the IER value in the item editor for the given promotion items.
