When looking through some rom hacks listed in vimm’s lair, I found one called Rising wind. It appeared to be a rebalance hack with a few minor changes included. The only problem, the link on vimm’s lair no longer existed and I didn’t find it in the repository. it’s entirely possible that it’s around and I’m just blind. but can anyone help me find it?
