I’m fond of the diversity of promotion items in the GBA games (as opposed to everyone promoting using Master Seals), and I would like to create a few of my own for custom classes. But, by default, you only have 10 slots available to mess with, and I can’t find a way to change that?

By default, no, it’s not something that’s been done. But some patches enable extension.
If you have the latest Skill System installed, you also have the Item Effect Rework (IER) installed, which among other things allows you to make more promotion items.
The other option is the Split Promotion Items patch. I’ve not used it myself, but apparently there are reported incompatibilities with it.
