How was Justice and Pride’s completely free trading implemented?

There’s a patch in FEBuilder’s list of patches for changing restrictions on trading.

I’m aware, but in Justice and Pride, trading is a completely free action, even if you press the B button; the Febuilder patch doesn’t do that (for the convoy at least). I’m trying to combine it with Item Combination.
