Are there any romhacks that have the cavalier system from fe9 where cavaliers are only allowed to have one weapon type? I want to play them.

Vision Quest and its little brother 7 Siblings are the ones that immediately come to mind. Both great games!
Four Kings and Shackled Power come to mind
Look up Souls of the Forest! It’s a really fun romhack!
Pretty sure Road to Ruin and Dark Amulet also use that system.

While not fully what you mean with mono weapons on cavalery
sacred stone reforge has the regular cavalier with lance/sword
and chevalier which have axe/bows
and curse of lagdou has besides regular cavalier an axe cavalier that only has axes
