[FE8] Removing the Cloudy Weather Void

I have finished what Tequila started.

Finally, you can make maps with cloudy weather that don’t cut off on the bottom or have a weird black box in the middle. (Well, they still cut off if you go really far down. Maybe I’ll do more to fix that later.)

I’m pretty tired at the moment; maybe I’ll add screenshots or a more detailed description later. For now, just take this and use it well!
