I recently came across a Japanese FE8 hack that was full of great music, and I’d really like to use some of it for my project. Will I be free to use it? or should I look for the creator and ask him

There is basically no problem if you just clearly state that you quoted from this work.
If it does become a problem, it is when you lie or are dishonest.
For example, if you lie about something that was created by someone else and claim that you created it, you will naturally be accused of lying.
It is even worse if you sell the data for make money on the dollar.
If you do not engage in such dishonest behavior, it is unlikely to be a problem.
but, If the author still contacts you directly to tell you to stop doing it, you should comply.
