Creating the Valkyrie staff is going to require writing a custom ASM staff routine that calls up a menu showing all “killed” characters, which is going to be the absolute hardest part. Nintenlord’s doc might have some valuable notes back from the FE4A days. Blazer’s notes should also be helpful.
But currently, the capability doesn’t exist.
