You missed Cyrus. It’s also possible to miss Wyatt in the Interlude. To prevent softlock, 1–5 can be ended early by just taking two seize points instead of three.
Both Cyrus and Wyatt will automatically join in 1–6 if you happen to miss them.

Is the gaiden chapter supposed to come before or after 1-5? because the guide and spreadsheet makes it look like it comes before, but I feel like I did everything right but went from interlude to 1-5. The only thing I think I could have done wrong, is even though it says automatic for Outrealmers 3 & 4, maybe killing the boss instead of letting the turns run out made it not work

The Gaiden comes after the Interlude. Killing Bill early before the last turn means that you don’t find who you need to unlock it, since they spawn automatic on Turn 8 EP. Sorry if that wasn’t clear.
Thankfully I still had a save state at the end of 1-3, so I didn’t need to start from the beginning again lol.
