No, Silvan does not join immediately when you first meet him. The idea of Silvan is “a reward worth getting is one worth waiting for.” You can also take the speedwing if you so choose. Silvan has consistently been a really good unit for me. Give him a try.
Roxie has spontaneous joins on her chapters. I did create a recruitment guide for all the available characters in the game. Hopefully it will clarify some recruitment.

There are 5 brand new playable characters who join in Ch 21 through Ch 27. Additionally, all remaining characters introduced in Prologue through Ch 10 will rejoin your party (Caden, Lael, Liang/Roxie, and Faith).
Roxie/Liang both join your party after the time skip as long as they survive through Ch 10. The difference is when they join. You must visit the house near initial character placement on Chapter 11 - just have Ariel do this on the first turn. You will be asked if you want a bow or tome. Selecting bow will allow Liang to join early (Ch 11), while selecting tome allows Roxie to join early (Ch 12). The one not selected will rejoin at their standard rejoin time - Ch 21 for Liang (visit house) or Ch 22 for Roxie (enter sandbar north of ship with flying unit)

I might be able to help you out, but I’ll need some more information.
Firstly, are you playing on Hard Mode? That mode is unsupported, and I could see it being extremely difficult. I’ve never had too much problem with this chapter on Normal mode.
Chapter 23 does have unlimited reinforcements, but I believe they are spaced out every 3 turns after turn 7. This is definitely a chapter you are intended to finish as soon as possible so you don’t get overwhelmed. Keep everyone together and rush through the center. Definitely pick up Pepper if you can. Fliers/Noelle are extremely helpful in escorting Lael.
I might ultimately need to check out your save file and see the situation you are in though and see if I can help alleviate some of the pressure.

I played around with Chapter 23 - Hard Mode, and yes, it does appear to be unfair. I have made some edits to chapter, which should help. I have posted a new patch on the Dropbox titled: FE_LonelyMirror_v4_1.ups
Here are the changes:
- Hard mode has less reinforcement spawns.
- Shadowshot has been reduced to a 3-5 range spell, which should make it easier to get out of the range of the gorgons.
- Gorgons are no longer ambush spawns on Normal or Hard mode. They appear 1 turn after the mid-battle dialog.
- There is a droppable Silver Lance on Hard Mode only.
- I fixed some of the dialog in chapter 16 with Wise.
Lastly, please remember that Hard mode is not supported. Please play at your own risk.

Wow I think I played the hack last year, the garden starting chap is not available now and leah portrsit changed

No, there will not be anymore characters added to the game beyond the additions coming in the late chapters. There is one exception though. Hard mode will have a hard mode exclusive character and maybe some other differences.

Yes. Hard mode is not currently supported. Normal will be a better experience, and it is still challenging. I am adding that new character when I tackle Hard mode. Think of Farina from FE7. She was exclusive to Hector mode. There will be a character like that; though, he is male and not a Pegasus Knight.

How to discover runes? Have parveti sit on some special tiles? Or according to the terrain?

I used Parvati last play though, and I found her very good if you can get past her odd mechanic. She will require some exploring. Runes are obtained by entering certain tile areas on the map (large areas).
Here is the rune areas for Chapter 5 to get you going. I am thinking about creating a guide for this at some point.
Yes, Parvati can promote into a Trickster or a Scholar, and can still use runes. I found the Trickster class particularly great support.

Sorry I’m just getting to this now, the comment I made on the music is unfair. Obviously making or importing music for GBA isn’t easy, so I don’t want to put pressure on you or make you think that the music is bad in any way. My point moreso was that these are tracks I’ve heard plenty of times before so they don’t really stand out, especially when I’m used to other romhacks changing music around a lot more. The ashen wolves track is much appreciated. Music shouldn’t be the highest priority and putting it as a con was inconsiderate

Thanks for your response FLR. I don’t think putting music as a con is inconsiderate. I agree with it. I’ve seen many ROM hacks do really cool things with music. It’s just not something that I have put much effort into, nor do I believe I have a strong skill set in music. I may play around with it in the future though.
I love all the Ashen Wolves music. I am happy I figured out how to get one song in.
