I haven’t played nearly enough FE to identify the best level, but FE 9’s “Blood Runs Red” is a personal favorite.

Ch 17A from Thracia- Side objectives and anti-turtle, dynamic map changes
Ch 11A from Binding Blade- Side objectives and anti-turtle, Echidna
Ch 10 from Road to Ruin- Intense defense chapter with two fronts
The one where they take drugs in the desert from Vision Quest- idk it was funny
