First off, I am sorry if this is not the area to post this kind of question. I did not know where else to ask away.

So I am looking into finally putting together a project or two. I have been looking for some characters to use and this one caught my eye. I just don’t know if she is free to use or not. If she is, can someone please link me to where I can find her with blinking and talk frames?
