Is the Ultimate Tutorial 2 (the one in the decription of Ghast’s MAKEHACK.cmd video for FEE3) still being worked on? I feel like it would be really helpful to me (and other aspiring hackers) to know if this resource will be available soon.

Yes, it is still being worked on. As you can tell by the subtitles, there’s still quite a bit to add. We’ll get there eventually!
Oh good. Guess this means I either have to put off my project for a while or just learn what to do from a different source. Should I start by learning how to hex edit or code?
You could always start learning the eventing part, dunno about hex editing or coding
