It depends on the situation of that ROM.
If you are using Autocursor Fix Patch, change the order of LOAD1.
This is because the person at the front of the list of units is the commander.
Otherwise, it is a problem with the configuration of the Unit table.
In FE8 vanilla, only Unit 0x01 and 0x0F can be commanders.
