Hello! A while back I attempted a PME but got very busy with school. I have since graduated a while back and have recently got back into working on a personal hack. As a way of refreshing myself on hacking I’ve decided to do a PME of FE7! The idea behind this PME is to get me to push myself on several facets of hacking including characters, weapons, and general changes.
Also thank you to @MattPascal for the format I used to write this up!
Some rules you should know:

Slot Limitations: All slots are first come first serve and will be updated (hopefully) regularly. The limit is 5 playable characters and 5 bosses per person and please try to make sure your slot hasn’t been taken yet via quick CTRL+F search.

Custom Classes: I will be repurposing some unused classes for any classes people would be interested in adding. For now I plan to repurpose about 7 classes. Classes will have 1-2 weapons at base and 1-3 weapons at promotion (1-4 for armors, 1-2 for mounted units). These classes can be hybrid Str/Mag and are eligible for the critical rate bonus if they are an infantry class with 1 weapon (This is basically for anyone who wants Halberdier).

Growth Rates: 310% Base Class / 260% Pre-Promo / 345% For Lords/Dancers/Nino

Boons/Banes: +/-3 to any stat (HP/Luck is +/- 5)

Up to 4 items per starting inventory. The intention for this hack is to be reasonable so if someone asks for the “Super Mega Death Sword” I (may) decline. Any balancing decisions I make will be communicated but feel free to express yourself. Additionally, I will allow for custom weapons using repurposed Emblem Weapons and potentially others (No guarantees). 2 weapons per person across all characters. Additionally I am only allowing one Delphi Shield (Kaori) and Iron Rune(Silvina) per roster. Afa’s drops are banned.

No event changing unless it is fairly easy to implement. I am saving my debug headaches for my custom hack I’m working on. As a general note please try to maintain balanced characters. Also as a preference I prefer serious character ideas and unfortunately have become a bit tone police-y so apologies if I reject a character. In general characters should feel like they could exist in an actual fire emblem game.
Gameplay Changes

Experience from Healing/Stealing/Dancing has been increased to 15exp. Missed attacks now give 5exp instead of 1exp.

Energy Ring boosts both Str and Mag by 2

Valkyries now also use Swords. Valkyries gain Light instead of Anima.

Knights/Generals have their bases buffed with +2 in both HP and Def. Additionally, Generals now use Swords and Bows as well.

Assassins have their max stats buffed with +2 in both Str and Res and +1 in Def. Additionally they now use Bows as well.

Wyvern Lords will use Axes instead of Swords.

Some QoL patches (HPBars by Circles/Tequila, Map Danger Zone by Circles, etc).

Str/Mag Split patch courtesy of Tequila, thanks to them and all other patch authors. For Str only classes, magic stat will be a percentage of their base strength (dependent on class, between 10-30%) + their personal growth*level (example: Jon Myrmidon has 30% x his base strength of 10 + his growth of 30% x his level (10) to get a base magic stat of 6). For magic characters this is the same but with strength and magic flipped. For mixed characters, it will be 40-80% instead of the 10-30% and will apply for both stats (example: Valkyrie will use 50% of base power for strength and 70% of base power for magic so if a Valkyrie would have 15 power their str would be 8 and their mag would be 11). All of this applies BEFORE boons/banes

Magic weapons are reworked. Light Brand is 20 uses and E rank to match Javelin and Handaxe, and its stats reflect this. It will likely be made available in more shops as well, and to compensate, there are now 4 magic weapons (one per weapon type) that are of similar strength to base game Light Brand. Additionally the Runesword was slightly reworked with lower might and weight and higher accuracy.
