Should The Blazing Sword have had a level where we see the Taliver Bandits?

I always wondered why the game never had a level with the Taliver Bandits. I mean that is the reason we started the game. I would probably send Lyn in there by herself. Too bad Wallace had to go and kill them all. I could probably see a Madara vs Allied Shinobi Alliance coming out of it. XD
