Even though you asked for someone else todo, it’s pretty easy to make one yourself.
First erase the background with something like Photoshop, or even MS paint will do.
Then rescale the image to 16x16. Open it with Usenti and reduce colors to 16. NOw just change the palette to the ones accepted to GBA fire Emblem.
